EU’s commitment to Georgia’s security: High Representative Borrells visit highlights 15 years of EU Monitoring Mission’s presence in Georgia

EU High Representative underscores dedication to peaceful conflict resolution during visit to EUMM Georgia.

The European Unions long-term commitment to fostering peaceful conflict resolution and security in Georgia and the broader region was underscored today as the EU High Representative for Foreign Affairs and Security Policy, Mr. Josep Borrell visited the European Union Monitoring Mission in Georgia (EUMM). During his visit, he highlighted the 15-year milestone of EUMM’s constant presence on the ground, and its pivotal role in ensuring stability and reducing tensions. In addition, he reaffirmed the EU’s unwavering support to Georgia’s territorial integrity and sovereignty within its internationally recognised borders.

Khurvaleti patrol

High Representative Borrell joined an EUMM patrol to the South Ossetian Administrative Boundary Line (ABL) near Khurvaleti. This on-site engagement highlighted the EUs proactive stance in promoting peace and stability, reaffirming its commitment to the safety and security of the people of Georgia and the wider region.

During the patrol, EUMM monitors provided the delegation with updates on the security landscape along the ABL. In Khurvaleti, Mr. Borrell witnessed first-hand the adverse impact of borderisation features - including fences, barbed wires and watchtowers - on the local communities freedom of movement. The monitors from EUMM explained the compound challenges posed by the closure of crossing points along the South Ossetian ABL during the first twenty days of each month. EUMM has been advocating consistently for the complete re-opening of these crossing points. Such a step would significantly enhance the safety and livelihoods of the local communities.

Dedication to peace and stability

In his remarks, High Representative Borrell stated, "EUMMs presence over the past 15 years stands as a testament to the EUs long-term commitment to fostering peace and security in Georgia and the wider region. For a decade and a half, the EUMM has played a pivotal role in ensuring stability and reducing tensions in this region. But as we mark EUMM’s accomplishments, I also look to the future. The EU’s dedication to fostering regional peace and stability in the South Caucasus region remains resolute."

EUMM Head of Mission, Mr. Dimitrios Karabalis, echoed these remarks, saying, "Our enduring presence on the ground reflects the EUs proactive approach to promoting lasting stability. As EUMM, we remain dedicated to our mission of improving the lives and security of local communities."

Background information

  • Mr. Josep Borrell Fontelles was appointed as High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission in December 2019.

    Mr. Borrell is in charge of formulating and coordinating the EUs Common Foreign and Security Policy (CFSP) within the European Union and its Common Security and Defence Policy (CSDP). In addition, he is one of the vice-presidents of the European Commission. 

  • Mr. Stefano Tomat was appointed as the Civilian Operations Commander for the EU civilian missions within the Common Security and Defence Policy (CSDP) in September 2022.

    Mr. Tomat has overall responsibility for the conduct of operations of all 13 civilian CSDP missions, under the political control and strategic direction of the Political and Security Committee (PSC) and the authority of the Council and the High Representative. The Civilian Operations Commander is also responsible for the safety and well-being of more than 2,000 personnel currently serving in the CSDP missions, which are deployed throughout Europe, Africa and Asia.
