Salary Level: As per General Service Conditions of Local Staff employed by EUMM Georgia, serving in Georgia.
Job Description
1. Reporting Line:
The post holder reports to the Head of Human Resources (HoHR).
2. Main Tasks and Responsibilities:
- To work closely together and to coordinate the responsibilities with the Training Officer;
- To manage and administer the Mission’s training database, including the preparation of reports on training activities;
- To assist in the Section`s budget planning and management, including liaising with the Mission’s Finance, Procurement, Supply, Transport and Travel Sections;
- To support Training Section activities, including identification of skills gap across the mission and addressing them, as well as to participate in the identification of best practices;
- To design and update manuals, training materials and modules both pedagogically and by e-Learning in conjunction with the international Training Officer;
- To coordinate/organise/provide administrative support to the training activities provided by internal and external training providers;
- To coordinate and monitor the training plans implementation;
- To provide periodic training reports;
- To monitor the training budget and provide periodic financial overviews;
- To assist the Head of Human Resources/Human Resources Officers with combined HR/Training elements;
- To process language reimbursement claims;
- To assist in the delivery of training in locations throughout the Mission’s area of responsibility;
- To support and advise Mission Members on all training-related matters and procedures;
- To support and replace the Travel Officer and / Human Resources Officers, when required;To carry out regular office duties and to perform everyday tasks as requested;
- To undertake any other related tasks as requested by the Line Manager(s).
3. Essential Qualifications and Experience
- Successful completion of university studies of at least 3 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 6 in the European Qualifications Framework OR a qualification of the first cycle under the framework of qualifications of the European Higher Education Area, e.g. Bachelor’s Degree;
AND
- After having fulfilled the education requirements, a minimum of 4 years of relevant and proven full-time professional experience in the private and/or public sector in training, adult learning, workforce learning and development, and related areas;
- Enjoy full civil rights and do not have a criminal record;
- Physically fit to perform the duties relating to the post; Such physical fitness should be attested by a medical certificate.
4. Essential Knowledge, Skills and Abilities
- Fluency in English and Georgian languages (oral and written);
- Ability to write and communicate in a clear and concise manner;
- Experience in positions requiring excellent analytical and organisational skills, with a service-minded and project-oriented approach;
- Experience in design, delivery and presentation of trainings to diverse audiences, in-person and online;
- Experienced user of Microsoft Office (MS Word, Excel, Power Point, etc.) and databases;
- A self-starter. To have a strong sense of initiative and responsibility;
- To focus on priorities, to monitor and evaluate procedures and processes;
- To deliver work on time and to agreed standards, even under pressure;
- To build productive and cooperative working relationships with other staff members, with a focus on collaboration;
- To have a strong sense of confidentiality and discretion in dealing with Mission-related matters;
- To have integrity, and the ability to adhere to EU fundamental values and standards.
5. Desirable Qualifications and Experience
- Professional experience in an international organisation working with people from diverse backgrounds;
- Professional Qualification/Certification in Training and/or Learning Design from recognised Institute/Academy.
6. Desirable Knowledge, Skills and Abilities:
- Knowledge or Russian Language (oral and written);
- Valid category B driving license.
Note: This is a contracted position (Function Group II), governed by General Service Conditions of Local Staff employed by EUMM Georgia, serving in Georgia.
The work schedule for this position is: Full Time (40 hours per week).
Gross Salary: 5,649 GEL Per Month or higher, depending on the relevant and proven past professional experience of the successful candidate acquired after fulfilment of educational requirements of the post.
