The Fifth Meeting of the Incident Prevention and Response Mechanism took place in Ergneti on September 24

25.09.2009

Georgian, South Ossetian and Russian representatives attended the fifth meeting in the framework of the Incident Prevention and Response Mechanism (IPRM), facilitated by the EU Monitoring Mission and OSCE, on September 24 in Ergneti.

As the Head of the EU Monitoring Mission (EUMM) Hansjörg Haber stated (after the meeting): “This was not an easy meeting. No major agreement was reached on pending procedural issues.  The main stumbling block proved the establishment of a Secretariat as proposed during the last round of the Geneva talks on September 17. Time will show how the current obstacles can be overcome.  Substantial issues such as freedom of movement across the administrative boundary and security of the local population as well as recent incidents and detentions on both sides of the ABL were discussed.  Once more the meeting provided an opportunity for an useful exchange of views and concerns, including an assessment of the general security situation”.  The Head of the EUMM also informed the media gathered there that the next IPRM meeting in the South Ossetian theatre has been proposed for  October 15.

“The incident in Dvani was one of the issues discussed. The parties have agreed to investigate this incident and exchange  information during the next meeting", - Ambassador Haber said.
