EUMM Confidence Building facility – Call for Concept Notes

Background  

The European Union Monitoring Mission (EUMM) Confidence Building Facility (CBF) is a funding  programme for small projects aiming to promote confidence building across the Administrative Boundary Lines (ABLs) within Georgia. Since the creation of the CBF in 2015, more than 100 projects have been successfully implemented. Registered organisations and legal entities from all sectors are invited to apply. Supported initiatives focus on a variety of themes, including - but not limited to - democracy, youth, human rights, environment, media, gender and education. The project should involve components such as networking, knowledge exchange, capacity building, or innovative solutions for cross-ABL related issues. 

Grant specifications:

  • Financial Support: Eligible applicants may request a maximum of  EUR 35,000 per initiative.
  • Project Scope: The funding is available for carrying out a small project or, in exceptional cases, preparing for a larger project.
  • Project Duration: The maximum duration of the project is  6 months.

Application process:

The first step of the application process is to complete a concept note. Please note that the process is competitive and all proposals will be evaluated by the EUMM Evaluation Committee. Successful applicants will be invited to submit a full project proposal with a detailed budget and log frame. Please follow the simplified practical guidelines for more detailed information.  The concept notes and applications will only be accepted in English language.  In exceptional cases, on a case by case basis, the Mission might consider to accept concept notes and applications in Georgian and Russian.

Eligibility criteria:  

  • Civil society actors registered as non-commercial, non-profit organizations which have a bank account; companies or other legal entities. 
  • Must have adequate administrative, financial  and technical capacity to implement and report on a project. 

Selection and award criteria:  

  • Relevance to confidence building between the conflict parties in Georgia.  
  • Evidence of cross-ABL and cross-ethnic components  
  • Effectiveness, feasibility, and innovation of the project.  
  • Track record and reputation of implementer 
  • Practice of implementing Gender and Human Rights mainstreaming.

Deadline for applications:  
The Concept Note must be submitted electronically to  CBF@EUMM.EU by Sunday, 22 March 2026 17:00 hrs Georgian Time. Applications received after the deadline will not be considered. Please see the time plan for the call in the practical guidelines.  

EUMM will acknowledge the receipt of each application within maximum 5 business days. Please contact us if you have not received a confirmation after the time indicated above.
